How long do I have to reply?
28 days from receiving the written request. Date-stamp every request when it arrives.
Can I refuse a pet?
Yes, but not unreasonably. The refusal letter asks you to pick a specific ground, such as a lease restriction or a genuine reason the property is unsuitable, and set out the facts.
Can I insist the tenant buys pet insurance?
No. Under the Tenant Fees Act 2019 it cannot be a condition of consent. The permission letter relies on the tenant's liability for damage instead.
